The record notes that City Manager <br />Brown registered his objections to such a proposal, deeming such as being <br />arbitrary. <br /> <br />At this point, members of the City School Board having arrived, and noting the <br />presence of a number of citizens interested especially in the School budget for <br />1989-90, Council rescheduled its special'meeting scheduled for Friday, May 12, <br />1989, at 2:00 P.M., as one of two public hearings on the City Budget, <br /> <br />Thursday, May 18, 1989, in the Council Chamber, City Hall, beginning at 5:00 <br />P.M., to provide a forum for comments and input on the School Board's proposed <br />1989-90 budget in particular. <br /> <br />Members of the City School Board present for presentation by its Chairman, Mr. <br />Worth H. Carter, Jr., of data on local school system operations, were, in <br />addition to Chairman Carter, Mrs. William F. Stone, Jr., Mr. Johnnie L. Jones, <br />and Mr. Roger D. Martin. Various schedules and exhibits presented included the <br />following: <br /> <br />Section 1 - Budget "Spread" Sheet, Budget Revenues & Expenditures, <br /> Projected Pupil/Teacher Ratios, Proposed Staff <br /> Reductions, and Percentage Changes in Personnel. <br /> <br />Section 2 - Historical Data of State vs. Local Shares of City School <br /> Budgets. <br /> <br />Section3 - Personnel Summary Data and Proposed Teacher Salary Scale <br /> (the latter, if adopted by the State Department of <br /> Education, will allow Martinsville's School System to <br /> qualify for the 1989-90 Teacher Salary Incentive <br /> Payment). <br /> <br />Section 4 - Certified Teacher Costs and Historical Data on <br /> Certificated Teacher Costs. <br /> <br />Section 5 - Student Enrollment Data. <br /> <br /> <br />
