.FRIDAY, APRIL 14, 1989 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Friday, April 14, 1989, in <br />the Council Chamber, City Hall, beginning at 1:00 P.M., for the purpose of <br />further considering the City Manager's recommended 1989-90 City Budget by <br />examining various departmental budget requests and by reviewing with the <br />Martinsville City School Board that entity's 1989-90 budget requests and the <br />supplemental information submitted therewith. All members of Council were <br />present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the stating by Mayor Oakes of the purpose of this meeting, and before <br />resuming its budget study/consideration, Council was informed by City Manager <br />Brown that in informing Council at its special April 12th budget worksession, <br />as he did, that no employee under his jurisdiction will receive more than <br />7-1/2% salary/wage increase in 1989-90, he inadvertently failed to mention that <br />such a ceiling will apply only to employees who might receive "training and/or <br />longevity" increases of 3'1/2%, plus the scheduled 4% all employees are to <br />receive at July 1, 1989, as a "COLA" (cost-of-living allowance) increase. Not <br />included in the 7-1/2% ceiling, Mr. Brown noted, are amounts eligible employees <br />might receive as merit increases, for which lump-sum appropriations are set <br />aside at the end of the expenditure requests for each fund. <br /> <br />Mr. Brown also, in response to Council's recent request, presented a tabulation <br />of appropriated amounts for 1988-89 salaries/wages of full-time personnel and a <br />comparison thereof with 1989-90 requests, showing increases or decreases by <br />amounts and percentages. This tabulation, as to totals and excluding the <br />budgets of the "constitutional" offices, pointed to a total 1989-90 increase <br /> <br /> <br />
