TUESDAY,, APRIL 11, 1989 <br /> <br />Vice-Mayor Willjams inquired of fellow-Council members regarding a situation <br />affecting the property of Mrs. Sara Mansfield at 712 Finley Street. <br /> <br />Council acknowledged receipt of a report on on-going studies by Mar,tinsville <br />and Henry County pertaining to landfill operations and refuse recycling, on <br />which City Manager Brown will report in the near future as well as, <br />subsequently, on possibilities 5eing explored by Martinsville and the City of <br />Danville regarding electric energy generation from refuse/waste. <br /> <br />Council continued to its forthcoming May 23rd regular meeting a draft-- as <br />prepared and proposed by City Manager Brown--of a policy which, if adopted by <br />Council, would limit the terms of members of various boards and commissions, as <br />appointed by the Council, to not more than two consecutive terms and, also, <br />would limit the terms of chairpersons to nor more than two consecutive one-year <br />terms. Members of Council appeared generally to favor this proposed policy in <br />principle, i.e., a limitations on terms, but suggested that such limitations on <br />membership terms be expanded, perhaps, to three terms and that terms of chair- <br />persons be not confined to two consecutive one-year terms. <br /> <br />Complying with the requirements of subsections A. 1 and A. 3 of Section 2.1-344 <br />of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded <br />and unanimously carried by a recorded vote, Council convened into an Executive <br />Session for the purposes of (1) considering nominees from whom to appoint a <br />successor to Mr. Joseph W. Pritchett (resigned) to membership on the Planning <br />Commission, (2) to consider a real estate matter, and (3) a personnel matter. <br />At the conclusion of this Executive Session, Council reconvened into regular <br />session where, on the nomination of Mr. Robert A.
