Heater reviewed the new solid waste regulations (Effective January, 1994) <br />and the City's and County's response to the new requirements, including the <br />decision to pursue a joint solution to the solid waste issue, the request for <br />proposals which was issued bythe City and County, and the negotiations which <br />had taken place with a waste-to-energy vendor, and with Chambers Development <br />Company for a private, regional landfill. Mr. Heater reviewed the City's <br />current options, which were listed in ascending order of terms of cost: <br /> <br /> (1) Private Regional Landfill (contract with Chamber's Development <br /> Company) <br /> <br /> (2) Joint City/County Facility (Public) <br /> <br /> (3) City Facility Only (Public) <br /> <br /> (4) Transfer Station, which would take waste to a landfill located in <br /> another locality. <br /> <br />Mr. Heater presented a range of residential and commercial refuse collection <br />and disposal rates based on the potential tipping fees for disposal under the <br />four potential options. For residential customers, the refuse collection <br />rate ranged from $5.81 per month at a $25 per ton tipping fee to $8.12 at a <br />$50 per ton,r~te. For commercial customers the rate ranged from $13.83 per <br />container emptied at $25 per ton to $22.15 per container emptied at $50 per <br />ton. This compares to the current residential rate of $4.00 per month and <br />the current commercial rate of $6.00 per container emptied. <br /> <br />The Acting City Manager concluded that, depending on which option is selected <br />andby projecting the potential tipping fees from $25/ton to $50/ton (uSing <br />1991 collection costs), commercial and multi-family refuse collection and <br />disposal rates could perhaps double and possibly triple. <br /> <br />Vice-Mayor Groden inquired about the commercial rates if Chambers operated <br />the landfill. Mr. Heater replied that commercial rates could possibly be <br />around $13 to $15 per container emptied, with industrial customers perhaps <br /> <br /> <br />
