2.5'2 <br /> <br />· TUESDAY, OCTOBER 22° 1991 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor Allan McClainpresiding, was held Tuesday, October 22, <br />1991, in the Council Chamber, City Hall, beginning at 7:30 P.M. All members <br />of Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br />George B. Adams, Jr.; L. D. Oakes; and Clyde L. Williams. <br /> <br />After. the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its October 10, 1991, meeting as <br />circulated. <br /> <br />Under business from the floor, Council heard from O'Shane Tarptey of 624 <br />Fayette Street regarding the amount of money he had to pay to have the <br />electricity restoredat his residence after he missed the cut-off date for <br />payment by~e day. It was noted that, under the City's Terms and Conditicns <br />for Electric Service, when a customer does not pay his utility bill before <br />the due date he will receive a "pink" cut-off notice that has a 10% penalty <br />added to the bill and allows for payment to be made within ten days. If the <br />customer does not pay by the cut-off date, the service is terminated and he <br />must pay a deposit fee (if he doesn't have adeposit on file) which is double <br />the charge for the two highest months in the previous 12-month period, a $20 <br />reconnection fee, plus the actual cost of the monthly bill past due (includ- <br />ing a 10% penalty) in order to have service restored. Council directed that, <br />when the "pink" cut-off notices are reprinted, an explanation be printed on <br />them as to what will happen if the bill is not paid on time. <br /> <br />Upon motion, duly seconded and voted upon, Council adopted a Resolution <br />related to amending Chapter 11 of the City Charter in order to continue the <br />right to issue a limited amount of bonds without holding a referendum, in <br />accordance with ·the provisions of the Public Finance Act of 1991o It was <br /> <br /> <br />
