238 <br /> <br />TUESDAY, SEPTEMBER 24, 1991 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, September24, <br />1991 in the Council Chamber, City Hall, beginning at 7:30 P.M. All members <br />of C~uncil were present: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; <br />George B. Adams, Jr.; L.D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its September 10, 1991 meetin~ as <br />circulated. <br /> <br />Council conducted a public hearing on a request by Theresa Seay to amend <br />Section V--District Use Regulations of the Zoning Ordinance in order to <br />reduce the side yard setback requirement for child care centers. There being <br />no public comment, Mayor McClain declared the public hearing closed. Upon <br />motion, duly seconded and by unanimous vote, Council adopted, on first <br />reading, Ordinance No. 91-15· which would amend this section of the Zoning <br />Ordinance as proposed. <br /> <br />Council ~onducted a public hearing and considered adoption·of a Resolution <br />related to amending Chapter 11, Section 5 of the City Charter in order to <br />conti~ue the right to issue a limited amount of bonds without holding a <br />referendum, in accordance with the provisions of the Public Finance Act of <br />1991. Mayor McClain explained that the City Administration and City Attorney <br />had developed a Resolution which, if adopted by Council, would allow the <br />Council the right to continue to authorize the issuance of bonds which do not <br />exceed 2·% of -the assessed valuation of real property in the City after <br />holding a duly-advertised public hearing on the proposed issuance of such <br />bonds·. There being no comments from the public, Mayor McClain declared~the <br />public hearing closed. Councilman Adams stated that he opposed this <br /> <br /> <br />
