Brown, City Manager
City of Martinsville
P.O. Box 1112
Martinsville, VA 24114

Dear George:

This is to confirm our recent discussion concerning your decision to retire
effective October 1, 1991.

You noted in your memorandum to Council regarding this matter that it is
customary for managers to give the governing bodies a longer retirement notice,
but because of the short time frame that was developed under the Governor's
ret.'rement program, this was not possible, since October 1 was the cut-off date
for retiring under this plan. In view of.this situation, you offered to assist
the City as a consultant for a short period on a retainer basis.

We have considered this matter and feel ~at it would be of considerable benefit
to the City for you to make available your services for a period following your
retirement. We, therefore, propose to retain you on a consulting basis for a
period of three months, beginning October 1, 1991, at a rate of $1,400 per month,
which is,25.9 percent of your current income.

We recognize that you would be using your automobile during this period. Thereft.'e,
we propose to reimburse you for the cost of your private automobile al a rate
of $65.00 per month, which is 24.6 percentof your current automobile allowance.

It is our understanding that Lance Heater, Acting City Manager, will contact you
as he deems appropriate with respect to all matters affecting City gove~TEnent,
and that you will provide whatever assistance he requests.

It is also our understanding that your services could be continued on a month-
to-month basis thereafter if needed as determined by Mr. Heater, with the approval
of City Council.

Sincerely,

cc: City Council

_ DATE:
ACCE ' rge W.
