~i AUGUST23-240~1991 <br />A special and duly-called meeting ofthe Council of the City of Martinsville, <br />Virginia, was held in the form of a Retreat on Friday and Saturday, August <br />23-24, 1991 at the residence of Vice-Mayor Alfred T. Groden at Smith Mountain <br />Lake. All members of Council were present: Allan McClain, Mayor; Alfred T. <br />Groden, Vice-Mayor; George B. Adams, Jr.; L.D. Cakes; and Clyde L. Williams. <br />Also in attendance were City Manager George W. Brown and Assistant City <br />Manager Lance G.
