TUESDAYi JUNE 11, 1991 <br /> <br />Administration's dealings with the property owner, noting that.the property <br />in question contains a lagoonwhich is in essence an extension of Lake Lanier <br />connectedby a drain pipe situated under Sam Lions Trail. Due to 'the fact <br />that the spillway elevation is approximately equal to the top of the upper <br />end of the pipe under Sam Lions Trail created by the property developer, the <br />lagoon does not properly drain into Lake Lanier and therefore the lagoon <br />becomes stagnant, creating problems with odor, mosquitoes, etc. Mr. Brown <br />explained that the drainage problem had existed since construction of the dam <br />creating Lake Lanierand that he and Leon Towarnicki, Director of Public <br />Works, had .'metewith the property owner on a number ofoccasions to. suggest <br />methods of correcting the problem. Mr. Young, owner of property on which the <br />lagoon is located, indicated that Mr. Brown and Mr. Towarnicki had met with <br />him and suggested a method of solving this problem, but he felt that he could <br />not correct the drainage problem without obtaining permission from the City <br />toalter the angle of the drainage pipe. After much discussion, it was <br />mutually agreed that the City would assist the property owners in making the <br />appropriate engineering drawings to correct the drainage problem but the <br />property owners would make the appropriate corrections at their expense. Mro <br />Brown indicated that the City would establish the right-of-way line o~f this <br />location along with the location of the drainage facility needed to handle <br />this situation. <br /> <br />Council considered adoption of a Resolution authorizing the City School Board <br />to participate in legal actions or proceedings against officials or agencies <br />of the Commonwealth of Virginia by the Coalition for Equity in Educational <br />Funding Corporation. Mr. Brown explained that the Coalition was formed to <br />address the question of disparities in educational funding in the State, <br />especially in communities situated in the southern and southwestern areas of <br />the State.
