TUESDAY, MAY 14. 19.91 <br /> <br />A regular'=s~miLmonthlY meeting of the Council of the City of Martinsville,= <br />Virginia, with Mayor Allan McClain presiding, was held Tuesday, May 14, 1991, <br />in the Council Chamber, City Hall, beginning at 9:30 A.M. 'The following <br />members of.Council were present: Allan McClain, Mayor; George B. Adams, Jr.; <br />L.D. Oakes; and Clyde L. Williams. Absent was Vice-Mayor Alfred T. Groden, <br />who was away from the City. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to visitors <br />present, Council approved the minutes of its April 23, 1991 meeting as <br />circulated. <br /> <br />Under Business from the Floor, Lieutenant Ira "Sonny" Asburry of the Police <br />Department appeared and, stating that he had gone through the appropriate <br />chain of command in appearing before Council, made the following comments: <br />(1) that' when he came to work for the City in 1969 he took a cut in pay, but <br />took the job in part because of the excellent benefits provided by the City; <br />(2) effective 1/1/91 dependent health insurance coverage for City employees <br />increased from $156 to $191 per month; (3) the deductible increased from $100 <br />to $200 per person covered; (4) the maximum out-of-pocket expense which can <br />be incurred under the plan increased from $650 to $1,000 per person covered; <br />(5) the net health insurance cost increase to Lt. Asburry is approximately <br />$100 per month; and (6) with no cost-of-living adjustment being granted <br />during FY91-92, this means that he will experience an effective $1,200 <br />decrease in expendable income during FY91-92. Lt. Asburry stated that, if <br />the City had not had a Pay Plan and if the benefits and cost-of-living <br />adjustment had been changed ten years ago, he did not know if he would still <br />be working for the City. Lt. Asburry stated that he was making these <br />comments on behalf of himself only. <br /> <br /> <br />
