Also, Mr. Brown stated.~that~.the <br />proposed budget reflects the nonereplacement of 2 employees who will be <br />taking advantage ofthe early retirement program, and therefore, the savings <br />for these employees are already included in the estimated unappropriated <br />surplus as of 6/30/92. Councilman Adams stated that, even if the $148,011 is <br />eliminated from his calculations, the projected unappropriated surplus as of <br />'6/30/92 would be $168,000, which is $46,381 more than the City Manager'S <br />original proposed budget contained. Mr. Brown stated that he did not feel <br />that this-~amOunt was-an adequate levelof contingency for!:a ~General Fund <br />budget of this size, due to the possibility that revenues may not.match <br />projections or the possibility of an unanticipated major expense.I Mr. Brown <br />stated that, in recommending the meals tax, he was attempting to broaden the <br />revenue base to prepare for known major future expenditures in such areas as <br />detention facilities, solid waste, or possible School Division capital <br />improvements. In addition, Mr. Brown stated that the FY92-93 budget would <br />facing-stress, due to the likely inability to make the $250,000 transfers <br />from both the Water andSewer Funds to the General Fund without raising water <br />and sewer rates again. Also, Mr. Brown noted that sewer rates would probably <br />need to be increased for FY92-93 to fund the operations of the sewer system,' <br />as~the' projected revenues for FY91-92 will not cover the. projected <br />expenditures for~maintaining and operating the sewer system. <br /> <br /> Councilman Adams~statedI that he would support increased taxes if ~an <br /> identified need was given to justify the taxes. Councilman Adamscited the <br /> solid waste and School asbestos removal programs as examples of such needs. <br /> MrS Brown stated that he agreed in principle with the concept of presenting <br /> a "package" of needs, especially as it'relates to solid waste. However, Mr. <br /> Brown said that he felt the need for new revenues was apparent based on the <br /> needs and problems which will likely be seen~ especially in preparing the <br /> <br /> <br />
