1.77 <br /> <br />TUESDAY, OCTOBER 13, 1992 <br /> <br />WHEREAS, Mrs. Wooldridge was appointed to serve on the National <br />Advisory Board, Center for the Book, Library of Congress in 1979; and <br /> <br />WHEREAS, under the leadership of Mrs. Wooldridge the Library received <br />a grant to start the very successful Literacy Program that is now in <br />its fifth year; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled October 13, 1992, that it does hereby express <br />its appreciation to Mrs. Wooldridge for her years of faithful service <br />to the citizens of Martinsville, congratulates her on the <br />accomplishments during her tenure; and sincerely wishes her a healthy <br />and enjoyable retirement. <br /> <br />Council considered authorizing the City Manager to execute an agreement <br />with the Virginia Department of Transportation regarding the <br />replacement of the bridge on East Church Street. The total project <br />cost is estimated to be $1,454,710, of which the City's 2% share will <br />be $29,094. Public Works Director Leon Towarnicki reviewed the history <br />of the bridge project, stating that initially the project involved only <br />the replacement of the concrete deck of the structure at a much lower <br />cost. Upon further review, however, it was determined that the entire <br />structure needed to be rebuilt and the cost increased as a result. <br />Councilman Oakes expressed concerns regarding the cost escalation and <br />stated that he felt the Department of Transportation should be required <br />to utilize local labor on such projects. City Manager Earl B. <br />Reynolds, Jr., stated that it is common for such highway projects to <br />change in cost after detailed engineering work is done on them and <br />cited the example of the Commonwealth Boulevard Extension Project as <br />one in which costs could significantly increase after such detailed <br />engineering work is done. Upon motion, duly seconded and by unanimous <br />vote, Council authorized the City Manager to execute the agreement. <br /> <br />Council considered a request by Mr. Timothy Cahill, President of the <br />Martinsville Phillies, to amend the City's lease agreement with the <br />Phillies in order to change the lease payment date from June 1 to <br /> <br /> <br />
