TUESDAY, S~PT~MB~R 8~ 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, September 8, 1992, in the Council Chamber, City Hall, <br />beginning at 9:30 A.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L.D. <br />Cakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its August 21 and 25, <br />1992 meetings as circulated. <br /> <br />Under Business from the Floor, Mrs. Gloria Hylton, 402 Second Street, <br />asked for an update on any further developments regarding the transient <br />storage of hazardous waste at the old R. P. Thomas trucking terminal on <br />Fayette Street. City Attorney David Worthy stated that he was still in <br />the process of reviewing Federal regulations relating to the usage, but <br />had nothing new to report. Mr. Worthy, in response to a question by <br />Mrs. Hylton, stated that he had found no Federal regulation which would <br />allow the City to place distance restrictions in the Ordinance which <br />had been adopted at the August 25, 1992 Council meeting regarding this <br />matter. Councilman Williams stated that he had contacted the Attorney <br />General's Office and Congressman L. F. Payne in an attempt to obtain <br />further information on this issue, and was expecting to receive further <br />information in the near future. Mr. J. B. Travis, 401 Fifth Street, <br />asked if regulations could be adopted to restrict the use of the <br />facility after 9:00 P.M., as activity by Environmental Transportation <br />Systems sometimes occurs as late as 2:00 A.M. Rev. Jimmy Hawkins, 408 <br />Second Street, asked if Council could adopt new regulations to regulate <br />the temporary storage activity, to which several Council members <br /> <br /> <br />
