152 <br /> TUESDAY, AUGUST 25, 1992 <br /> <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, August 25, 1992, in the Circuit Courtroom, City Hall, <br />beginning at 7:30 PoM. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. <br />D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />August 11 and 12, 1992 as circulated. <br /> <br />A retirement stipend was presented to Sergeant T. E. Ussery, Jr., <br />Police Department, with 30 years of service. Sergeant Ussery was <br />present to receive the stipend. <br /> <br />Under Business From the Floor, Reverend William Barber appeared and <br />stated that the group Sensible Concerns About Toxics (SCAT) was still <br />concerned about the temporary storage of hazardous waste at the old <br />R.P. Thomas trucking terminal on Fayette Street. Rev. Barber stated <br />that he had been in contact with an attorney "versed" in environmental <br />law who had said that the storage constituted a public and private <br />nuisance and that the City could file suit against this activity. Rev. <br />Barber also stated that he had spoken with the Head of the Virginia <br />State Police and asked that Council ask the State Police to investigate <br />whether any laws were being violated by the temporary storage activity. <br />Others who spoke to support Reverend Barber's position were Gloria <br />Hylton, 402 Second Street; Rev. James Hagwood, Rt. 1, Box 286; Rev. <br />Elijah Niblett; and J. B. Travis, 401 Fifth Street. <br /> <br /> <br />
