].12 <br /> <br /> FRIDAY-SATURDAY, JUNE 12-13, 1992 <br /> <br /> A special and duly-called meeting of the Council of the City of <br /> Martinsville, Virginia, with Mayor Allan McClain presiding, was held in <br /> the form of a Retreat on Friday and Saturday, June 12-13, beginning at <br /> 1:30 P.M. on June 12, at the home of Vice-Mayor Alfred T. Groden, Smith <br /> Mountain Lake, Island Green Point, Townhouse 14B. All members of <br /> Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice- <br /> Mayor; George B. Adams, Jr.; L. D. Oakes; and Clyde L. Williams. Also <br /> in attendance were City Manager Earl B. Reynolds, Jr.; Assistant City <br /> Manager/Clerk of Council Lance G. Heater; Councilman-Elect Steve M. <br /> Draper; and Jennifer Burcham of the Martinsville Bulletin. <br /> <br />The meeting began with a review of current projects by the City <br />Manager. Mr. Reynolds reviewed a wide number of projects with the <br />Council and responded to questions regarding various aspects of the <br />projects. <br /> <br />Mr. Reynolds then discussed the desirability of the adoption of <br />financial policies by the Council and distributed a document used by <br />Spottsylvania County, Virginia for that purpose. <br /> <br />Council discussed its position on the proposed Lake Gaston Pipeline <br />Project, which involves the interbasin transfer of water from the <br />Roanoke River Basin to Virginia Beach. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of considering <br />the following: (1) the acquisition of real property for public <br />purpose, as authorized by Subsection 3; (2) the investing of public <br /> <br /> <br />
