AN ORDINANCE <br /> <br />TUESDAY. MARCH 23. 1999 <br /> <br />37 <br /> <br />AMENDING THE ZONING MAP <br /> <br />CITY OF MARTINSVILLE <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, that <br />in order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose <br />for which this Ordinance is initiated is to fulfill the requirements of public necessity, convenience, general <br />welfare and good zoning practice, that the Zoning Map of the City of Martinsville, Virginia, be-- and is <br />hereby -- amended to the extent that the Patrick Hem'y Mall, 730 E. Church Street, Parcel 35 (04) X, on <br />the Zoning Map of the City of Martinsville is hereby rezoned from C-1 Commercial to C-3 Commercial. <br /> <br />BE IT FLIRTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in <br />force immediately upon adoption. <br /> <br /> Council next considered the need to conduct a Neighborhood Town Meeting. Mayor Crabtree <br />declared the Town Meeting opened and Mr. Reynolds again introduced Ms. Prillaman, who provided a <br />report on a review of concems expressed by members of the neighborhood during the previous year. Mr. <br />Reynolds noted the report format had been improved to include a comparison of reported items. in the <br />current year to those of the previous year. Vice-Mayor Teague noted that complaints had increased by <br />30%, and stated his hope that this was due to folks becoming more familiar with the City's greater code <br />enforcement measures and a heightened community interest in improvement of the neighborhood. Mayor <br />Crabtree noted that although there were more complaints there were fewer that were unresolved. Council <br />Member Haskell noted the fact that fewer complaints were related to Police, stating this to be a good sign. <br />Council Member Dallas thanked Ms. Prillaman for the free job she was doing. Residents of the <br />neighborhood present then voiced their concern about the issues of high volumes of traffic in the area <br />from outside the neighborhood, loitering and public drinking in some areas, and the need for a continued <br />high level of traffic law enforcement and Police patrol in the area. Ms. Thelma Pinkard noted that there <br />had been a lot of improvement in conditions in the Southside neighborhood, but that more was'needed. <br /> <br /> <br />
