Frye, Chairman <br />Henry County Board of Supervisors <br />Post Office Box 7 <br />Collinsville, Virginia 24078 <br /> <br />Dear Chairman Frye: <br /> <br />This is letter is submitted for the Board's consideration in re- <br />sponse to the letter dated February 4, 1992, from former Henry <br />County Administrator.C. Lee Lintecum in which the City Council was <br />asked to provide an "incentive" to the County to build a new court <br />facility in the downtown area. City Council feels that it can <br />offer one of two options, depending on whether or not the Board <br />proceeds with a referendum on a decision to move the court facili- <br />ties outside of the City of Martinsville, the current Henry County <br />Seat. <br /> <br />OPTION 1: <br /> <br />If the Board of Supervisors maintains the position that the ques- <br />tion of whether to move the County Seat should be put to the voters <br />on a referendum this fall, then City Council is willing to make the <br />following offer: <br /> <br />The City will acquire the approximately 5-acre site <br />bounded by Moss, Church, Market and Fayette Streets. The <br />City will contract for environmental testing on the site, <br />potential environmental remediation, demolition of exist- <br />ing buildings, and will develop a "clean" site ready for <br />Courthouse construction, provided that environmental <br />remediation, if necessary, can be accomplished so that <br />the total cost of the "clean" site will not exceed <br />$1,000.000. <br /> <br />55 WEST CHURCH STREET <br /> <br />P.
