Frye, Chairman
Henry County Board of Supervisors
Post Office Box 7
Collinsville, Virginia 24078

Dear Chairman Frye:

This is letter is submitted for the Board's consideration in re-
sponse to the letter dated February 4, 1992, from former Henry
County Administrator.C. Lee Lintecum in which the City Council was
asked to provide an "incentive" to the County to build a new court
facility in the downtown area. City Council feels that it can
offer one of two options, depending on whether or not the Board
proceeds with a referendum on a decision to move the court facili-
ties outside of the City of Martinsville, the current Henry County
Seat.

OPTION 1:

If the Board of Supervisors maintains the position that the ques-
tion of whether to move the County Seat should be put to the voters
on a referendum this fall, then City Council is willing to make the
following offer:

The City will acquire the approximately 5-acre site
bounded by Moss, Church, Market and Fayette Streets. The
City will contract for environmental testing on the site,
potential environmental remediation, demolition of exist-
ing buildings, and will develop a "clean" site ready for
Courthouse construction, provided that environmental
remediation, if necessary, can be accomplished so that
the total cost of the "clean" site will not exceed
$1,000.000.

55 WEST CHURCH STREET

P.
