WEDNESDAY, APRIL 8, 1992 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Wednesday, April 8, 1992, beginning at 2:00 P.M., in the Council <br />Chamber, City Hall for the purpose of conducting a budget work session <br />with the City Manager. All members of Council were present: Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br />Clyde L. Williams, and L. D. Oakes. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, City Manager Earl B. Reynolds, Jr. made opening <br />remarks regarding his FY 92-93 Budget proposal in which he reviewed the <br />points made in his budget message to Council and emphasized the <br />importance of managing expectations with the many needs of the <br />community and the limited financial resources available to meet those <br />needs. <br /> <br />In reviewing the overall summary of revenues, expenditures and ending <br />fund balances, several Councilmen remarked on the historical reliance <br />on balancing the budget with revenues derived from unexpended fund <br />balances (or "surplus" funds) instead of balancing the budget with <br />current revenues. Councilman Adams stated that he felt there was a <br />need to deal with this issue in the FY 92-93 Budget by either raising <br />revenues or curtailing expenditures or both. Vice-Mayor Groden stated <br />that Council had seen this trend for many years and had not acted to <br />reverse ito <br /> <br />In response to questions from Council, Mr. Reynolds stated that, in <br />conjunction with the Treasurer and City Attorney, he planned to present <br />Council with a program to help increase the collection of delinquent taxes. <br /> <br /> <br />
