EXHIBIT 1 <br /> <br />ORDINANCE NO. 92 - 1 <br /> <br /> WHEREAS, the Council of the City of Martinsville <br />has this day appointed Earl B. Reynolds, Jr., as City <br />Manager, and desires to enact an ordinance fixing his <br />compensation as required by Section 1 under Chapter 5 of the <br />City Charter, <br /> <br /> NOW THEREFORE, BE IT ORDAINED by the Council of <br />the City of Martinsville, Virginia, in special session held <br />on February 10, 1992, that the City Manager shall receive <br />the following compensation: <br /> <br /> 1. An annual base salary of $70,000.00 <br />payable in installments at the same time as other <br />employees of the City of Martinsville are paid, <br />through June 30, 1993. <br /> <br /> 2. The exclusive, unrestricted use at all <br />times during his employment of a private <br />automobile provided to him by the City, or, at the <br />option of said City Manager, an automobile <br />allowance of $300.00 per month to cover all local <br />travel throughout the City and Henry County. <br /> <br /> 3. A. The City Manager, at the commencement <br />of his employment on March l, 1992, shall be <br />credited with 10 working days of annual leave and <br />30 working days of sick leave. Thereafter, the <br />City Manager shall accrue, and have credited to <br />his personal account, annual and sick leave at the <br />same rate as other general employees of the City. <br /> <br /> B. The City Manager shall be deemed to <br />have 14 years of service for the purposes of the <br />limitation on accumulated sick leave, accrual of <br />annual leave and accumulation of annual leave. <br /> <br /> 4. A. The City of Martinsville shall put <br />into force and make required premium payments for <br />insurance policies for life, accident, sickness, <br />disability income benefits, and major medical <br />-covering the City Manager consistent with City <br />policy. <br /> <br /> B. The City of Martinsville shall pay <br />the City Manager's portion of the continuation of <br />his current health insurance with the City of <br />Roanoke under COBRA for the first three months of <br />his employment commencing on March 1, 1992. <br /> <br /> 5. The City of Martinsville shall make the <br />same'contribution on behalf of the City Manager to <br /> <br /> <br />
