MONDAY, FEBRUARY 10, 1992 <br />A special and duly-called meeting.of'the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held on <br />Monday, February 10, 1992, at 9:30 A.M., in the Council Chamber, City <br />Hall, for the purpose of appointing a new City Manager. All members of <br />Council were present: Allan McClain, Mayor; Alfred T. Groden, Vice- <br />Mayor; George B. Adams, Jr.; L. D. Oakes, and Clyde L. Williams. <br /> <br />Following the invocation, Mayor McClain extended a cordial welcome to <br />visitors present. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted a <br /> <br />Resolution appointing Mr. Earl B. Reynolds, Jr. as Martinsville's new <br /> <br />City Manager to be effective March 1, 1992, and authorized the Mayor to <br /> <br />execute an Employment Agreement with Mr. Reynolds setting forth the <br /> <br />terms of his employment with the City. The Resolution reads as <br /> <br />follows: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in special session held on February 10, 1992, that <br />Earl B. Reynolds, Jr., be, and he hereby is, appointed as <br />City Manager of the City of Martinsville, Virginia, commenc- <br />ing on March 1, 1992, pursuant to the provisions of Section <br />1 of Chapter 5 of the City Charter, to exercise the powers <br />and duties set forth in Section 2 under said Chapter 5, for <br />such compensation asis fixed by an ordinance enacted on ~his <br />date. <br /> <br />BE IT FURTHER RESOLVED that the Mayor be, and he hereby is, <br />authorized to execute that certain employment agreement dated <br />February-10, 1992, between the City of Martinsville, Virgi- <br />nia, and Earl B. Reynolds, Jr., which is attached hereto as <br />Exhibit 1 and made a part of this Resolution. <br /> <br />The Mayor introduced Mr. Reynolds with a review of his educational and <br />professional accomplishments (See Exhibit 2).
