REYNOLDS, JR. <br />City Manager <br /> <br />AUTHORIZING THE PREPARATION AND FILING OF AN APPLICATION FOR A 1999 PLANNING <br />GRANT UNDER THE VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM <br /> <br />WHEREAS, financial assistance is available to units of local government under the Commonwealth of <br />Virginia's Community Development Block Grant Program (CDBG) for planning and preliminary design <br />activities; and <br /> <br />WHEREAS, in order to receive such financial assistance, it is necessary to file an application for a <br />planning grant with the Virginia Department of Housing and Community Development; and <br /> <br />WHEREAS, the City of Martinsville wishes to apply for $23,500 in Planning Grant Funds to address <br />housing and community development needs through the preparation of a Housing Production Plan for the <br />R.P. Thomas Property, and a Community Improvement Plan for the adjoining lower-income family <br />neighborhood; and <br /> <br />WHEREAS, Tracts A and B of said property have been occupied and used as a tracking terminal and <br />warehousing center creating a severe blight influence on the surrounding Fayette Street neighborhood <br />because of deterioration and non-conforming use; and <br /> <br />WHEREAS, the City has expended $258,901 for the acquisition and clearance of said tracts and removal <br />of associated blight and environmental problems since December 1, 1996; and <br /> <br />WHEREAS, the City has expended since July 1, t998, <br />· $40,400 in engineering fees for the preparation of a Preliminary Engineering Report and fmal plans <br /> and specifications for residential re-use of the R.P. Thomas parcel and <br />· $3,295 for affordable housing prototypes that can be constructed and marketed in this area; and <br /> <br />WItEREAS, said engineering and design are eligible CDBG planning activities including the Preliminary <br />and Final Engineering Report, and the final Plan of Development for water, sewer, street and drainage <br />improvements for a 26-1ot subdivision and affordable single-family homing designs; and <br /> <br />WItEREAS, the City will commit $2,500 in additional local funds toward the planning study for a total <br />planning project cost of $69,695; now, therefore, <br /> <br />BE IT RESOLVED by the Martinsville City Council that, on the 9* day of March, 1999, that: <br /> <br />1. The City Manager, as the Chief Administrative Official of the City of Martinsville, is hereby <br /> 'authorized to undertake the preparation of said application for f~ing with the Virginia Department of <br /> Housing and Community Development on or before the March 10, 1999, deadline. <br />2. The City Council of Martinsville, Virginia, hereby requests the Virginia Department of Housing and <br /> Community Development to consider and fund said application and program, said program being in <br /> accord with the regulations, use and expenditures of Plarming Grant funds. <br />3. The City Manager, as the Chief Administrative Official of the City of Martinsville, is hereby <br /> authorized to. execute a Planning Grant Agreement between the City and the Virginia Department of <br /> Housing and Community Development should this project receive funding. <br /> <br />Attest: <br /> <br />Dewey P.
