Moss Street which lies immediately between the property owned by the applicant and the property now owned by Norfolk & Western Railway. This property lies immediately southwest of the existing crossing over the Norfolk & Western Railway. At the Public Hearing it was noted the petitioners are requesting the abandonment in order to incorporate their employee parking on the land that would be the property of the Virginia Mirror Company, Inc. The petitioners are in the process of arranging an exchange of land with Norfolk & Western Railway to acquire ownership of its parcel lying southwest of its right-of-way and bordering the street space of which the abandonment is sought. Depending on the future plans for the 'still existing parking lot on what is commonly known as Railroad Street, the need remains to have an easement for electric service. The City of Martinsville is also preparing to cul-<le-sae the bottom of the 200 block of Moss Street as part of the Moss/Barton Community Improvement Project. No opposition was expressed to this request. The property owner adjacent to the proposed parking lot had no opposition conditioned that a tam around be provided near .their property on Moss Street. The owners are aware that should this abandonment be granted they are responsible for half:the assessed value of this street space, combination of the street space with their current property and recordation in the City Clerk's Office. In order to assure compliance with Virginia Code 15.2-2006, it is stated that the public purpose for which these Resolutions are initiated are to fulfill the requirements of public necessity, convenience, and general welfare. Following discussion of the matter, the Planning Commission voted unanimously (4-0) to recommend to City Council that the proposed abandonment be granted.
