The <br />petitioners are in the process of arranging an exchange of land with <br />Norfolk & Western Railway to acquire ownership of its parcel lying <br />southwest of its right-of-way and bordering the street space of which the <br />abandonment is sought. Depending on the future plans for the 'still <br />existing parking lot on what is commonly known as Railroad Street, the <br />need remains to have an easement for electric service. The City of <br />Martinsville is also preparing to cul-<le-sae the bottom of the 200 block of <br />Moss Street as part of the Moss/Barton Community Improvement Project. <br /> <br />No opposition was expressed to this request. The property owner <br />adjacent to the proposed parking lot had no opposition conditioned that a <br />tam around be provided near .their property on Moss Street. The owners <br />are aware that should this abandonment be granted they are responsible for <br />half:the assessed value of this street space, combination of the street space <br />with their current property and recordation in the City Clerk's Office. In <br />order to assure compliance with Virginia Code 15.2-2006, it is stated that <br />the public purpose for which these Resolutions are initiated are to fulfill <br />the requirements of public necessity, convenience, and general welfare. <br /> <br />Following discussion of the matter, the Planning Commission voted <br />unanimously (4-0) to recommend to City Council that the proposed <br />abandonment be granted. <br /> <br /> <br />
