~ Enclosure #1-b 11 <br /> <br />TUESDAY. FEBRUARY 23, 1999 <br /> 'A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, February 23, 1999, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: M. Gene Teague, Vice Mayor; <br />and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry L. Roop. Mayor Mark A. <br />Crabtree was absent due to illness. <br /> <br /> Following delivery of the Invocation by Council Member Roop the Vice Mayor extended a cordial <br />welcome to all in attendance. <br /> <br /> Council first considered approval of the minutes of their meetings of January 26, 1999, and <br />February 4, 1999. In addition, Council considered approval of suggested revisions of the minutes of their <br />Strategic Planning Session of December 3-4, 1998, as offered by Council Member Elizabeth Haskell. <br />These minutes were approved as submitted and amended, by the following vote, all members voting: <br />Vote: 4-0 <br /> <br />Yeas: (4) Dallas, Haskell, Roop, Teague. <br /> <br />Nays: (0) None. <br /> <br /> Council next considered Business from the Floor. Mr. Christopher Dodson, of 400 Pond Street, <br />· came forward to inform Council of a drainage problem he had at the rear of his house on Pond Street. <br /> <br />City Manager Earl B. Reynolds, Jr., stated to Mr. Dodson and the Council that City staff would look into <br />this issue more thoroughly. <br /> <br /> Council next considered adoption of a Resolution recognizing The Lester Group for its efforts in <br />community improvements, thereby enhancing economic development opportunities within the City.
