THURSDAY, FEBRUARY 4, 1999 <br /> <br /> A special and duly-called meeting of the City Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A Crabtree presiding, was held Thursday, February 4, 1999, in Room 200, City Hall, beginning at 11:00 <br />a.m.. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, <br />Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> The purpose of the meeting was a Work Session on two items: (1 .) A presentation by City staff and <br />consultants on improvements to be made to Swanson Street, in conjunction with the renovation of Albert <br />Harris School; (2.) Presentation of information on utility work to be done at the former Tultex facility on <br />Moss Street. <br /> <br /> Mr. David Reeves, Architect with the firm of Dewberry & Davis and former City staff member, began <br /> the presentation on the Swanson Street project. Mr. Reeves explained that the purpose of the project was to <br /> raise the level of Swanson Street so as to create a more accessible entrance to Albert Harris School at the <br /> location of the new bus access and turnaround area. He noted that the project included the acquisition and <br /> removal of the Harrison house, at the comer of Smith and FayeRe Streets, and that the intersection of Smith <br /> and Fayette would be much improved in terms of traffic flow and site distance issues. Mr. Reeves also stated <br /> that project work would be done so as to have minimum impact on traffic flow by doing most of the work in <br /> the summer, while school was out of session, with all work to be finished by October of 1999. Council <br /> <br /> Member Dallas asked if the Harrison house might be moved to a vacant site on Moss Street, and Mr. Reeves <br /> <br />~--,. stated that this was being considered. Vice-Mayor Teague asked how traffic problems at Smith and Fayette <br /> would be improved, and was told that the major problem of mixing of bus traffic with cars would be greatly <br /> reduced by having separate access and loading/unloading areas for each. Further explanation of traffic flow <br /> patterns was then provided. Mr. Smart Hubbell, ofMattem & Craig Engineers, then described how project <br /> savings would be accomplished by providing fill material for the Swanson Street work from site work to be <br /> done at the former R.
