TUESDAY, JANUARY 26, 1999 <br />Development Department then provided graphics showing the location and extent of the Rail <br /> <br />Trail Project, and described exhibits and other elements to be included. Mr. Whitlow also <br />discussed issues of right-of-way acquisition, approval of the projectenvironmental plan by the <br />Virginia Department of Transportation, and endorsement of the project by key local groups and <br />businesses. Council Member Haskell asked if this third phase grant would complete the project, <br />and was told that it should meet the need. Council Member Dallas asked what would be done <br />with the railroad cross ties to be removed, and was told that Norfolk-Southern still owned them <br />and had not stated a disposal plan yet. Further discussion then occurred concerning the <br />appearance of the project and its potential to improve the appearance of the Uptown area. <br />Council Member Roop then asked how much cash the City would have to provide as part of its <br />20% match. Mr. Bitlow stated that the match would be about $42,000, and that he was not <br />sure how much the City' s actual match would be, due to expected contributions from other <br />sources. Council then gave their unanimous approval of the following resolution, by the. <br />following vote, all members voting: <br /> <br />Vote: 5-0 <br /> <br />Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague. <br /> <br />Nays: (0) None. <br /> <br />RESOLUTION <br /> <br />WHEREAS, in accordance with Commonwealth Transportation Board construction allocation <br />procedures, it is necessary that a request by resolution be received from the local government or <br />state agency in order that the Virginia Department of Transportation program funds for an <br />enhancement project in the City of Martinsville; and <br /> <br /> <br />
