TUESDAY, JANUARY 26, 1999
Council next considered Business from the Floor. Dr. Ira Trollinger, Superintendent of

Schools, was present to address Council on several matters. Dr. Trollinger thanked City
Manager Earl B. Reynolds, Jr., and the members of the City's Public Works Department for
their recent assistance in snow and ice removal at the various schools, and for their assistance in
the placement of markings and lights at a new student street crossing location at the Middle
School. Dr. Trollinger stated that the new Middle School crossing, which helped students get to
a new parking area for those coming to pick up students after school, was working well. Dr.
Trollinger noted that parents were making good use of the new location, adjacent to the City
Sheriffs Office, and that the typical period of use was only about forty minutes each school day,
beginning at about 3:20 p.m. Mayor Crabtree then commended Dr. Trollinger and the school
system for their academic performance, making special note of the fact that the Druid Hills
Elementary School had been one of only thirty-nine schools in the state, and one of only three
schools in western Virginia to achieve passing performance on the new Standards of Learning.
Dr. Trollinger thanked the Mayor and Council, and proceeded to describe other notable
successes in the school system, including pre-school programs, special reading and math
programs and technology scores. Vice-Mayor Teague asked Dr. Trollinger whether Council
would see a proposal for a year-round school program in the coming school year, and Dr.
Trollinger stated that Council would see a proposal for this in the upcoming budget presentation,
for implementation at Clearview Elementary School. Dr. Trollinger also noted the
improvements in the facilities at Clearview, including the installation of air conditioning.
Further discussion then occurred concerning the elements of the year-round schedule to be
proposed. Dr. Trollinger then noted that the work on the renovation of Albert Harris School had
begun, and Council Member Haskell suggested that a video record of this project be kept as the
