TUESDAY, JANUARY 26, 1999

241

Council next considered financial reports for months ending 11/30/98 and 12/31/98, provided by
Mr. Wade Bartlett, Director of Finance. As the information in the reports was cumulative Mr. Bartlett
placed greatest emphasis on his December report. He noted that all funds were meeting or exceeding
revenue projections, and that all expenditures were lower than expected. Mr. Bartlett characterized the
balance sheet as healthy, and stated that all finances were within budget expectations.

In items not on the agenda, Mayor Crabtree provided all Council Members with a copy of a letter
he had sent to Mr. Jack Dalton, Chairman of the Henry County Board of Supervisors, requesting the
County's consideration of participation in the establishment of a joint Toudsm Development office.

Council next considered the need to meet in Executive Session. In accordance with Section 2.1-
344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by
unanimous recorded vote, Council convened in Executive Session for the purpose of discussing the
following matters:

A. Use of real property for public use, as authorized by Subsection 3.

B. Possible acquisition of real property for public use, as authorized by Subsection 3.

At the conclusion of this Executive Session, each member of Council certified that (1) only public
business matters exempt from open meeting requirements were discussed in said Executive Session; and
(2) only those business matters identified in the motion convening the Executive Session were heard,
discussed, or considered during said Session.
