TUESDAY, JANUARY 26, 1999
ridership, development of routes, an operation plan, features of the system, types of buses,

system staffing, and a financial plan. The cost of the proposed study was stated at $9,600 with a
10% match required. The match is to come from the City and Henry Cotmty, in equal mounts
of $480 each. Mr. Dowd stated that the City would be the lead applicant, working with the
County Board of Supervisors in a co-applicant role. Council Member Haskell welcomed the
study, and asked if the $9,600 cost would be adequate for the purpose. Mr. Dowd assured her
that this amount would carry the work through the development of a financial plan. Council
Member Haskell also confirmed that this effort would result in a document, not a physical test of
a system. She noted her understanding that the City had once had a transit system, but that it had
not been cost effective to operate. Council Member Bruce Dallas stated that he had received
many strong statements of support from citizens on the subject of a transit system, and stated that
such a system would represent an important quality of life issue for the community. Council
then gave their unanimous approval of the following resolution, by the following vote, all
members voting:

Vote: 5-0

Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague.

Nays: (0) None.

RESOLUTION.

FY 2000 PUBLIC TRANSPORTATION STATE AID APPLICATION
