TUESDAY, JANUARY 12, 1999 <br /> Under items not on the Agenda, Mayor Crabtree noted the cover picture and related article on City <br /> <br />Manager Reynolds in the most recent edition of Virginia Town and City, which highlighted Mr. <br />Reynolds' assumption of the position of President of the Virginia Municipal League. <br /> <br /> Council Member Haskell publicly recognized the contributions of Mr. David Reeves, <br />Development Specialist/Building Official in the Department of Community Development, who had <br />recently resigned his position to take a position with the architectural firm of Dewberry & Davis. Mayor <br />Crabtree echoed this appreciation, adding that Mr. Reeves had paid for his salary many times over in the <br />savings he had achieved on capital projects and other issues while employed by the City. Mr. Reeves <br />responded with his appreciation to Council, Mr. Reynolds and the City management team for having had <br />the opportunity to serve the City. <br /> <br /> Council Member Roop then addressed Council on the matter of a legal opinion that had been <br />requested concerning the City's ability to impose residency requirements upon City employees. He <br /> <br />moved that he be allowed to release the opinion to the general public. Council approved the release of <br /> <br />the opinion by the following vote, all members voting: <br />Vote: 4-1 <br />Yeas: (4) Crabtree, Haskell, Roop, Teague. <br />Nays: (1) Dallas. <br /> <br /> Council Member Roop then thanked City Attorney David Worthy for his opinion, and <br />stated his respect for his work. Mr. Roop then stated his desire to see Council pursue the Charter changes <br />necessary to provide for the ability to make residency requirements for certain City employees. <br />Following discussion on this subject Council Member Roop moved that City Attorney David Worthy be <br />directed to pursue the matter of a Charter change for this purpose. Following a second by Vice-Mayor <br />Teague, Council voted down this motion, by the following vote, all members voting: <br />Vote: 2-3 <br /> <br />Yeas: (2) Roop, Teague. <br /> <br />217 <br /> <br /> <br />
