· · Goal: Improve citizen communications~ [ Objective: Conduct four town meetings annually. Action Plan: · Regular Council meetings will be held in community sites established by July. They will have open agendas that encourage citizen input and be documented by the City Clerk. Objective: Publish and distribute a dtizen newsletter. Action Plan: , Council and staff will identify and suggest to the City Manager issues and information that should be considered for inclusion. Objective: The City will communicate with Constitutional Officers to determine how Council actions impact them and assist them in implementing and communicating Council actions. Action Plan: · Mayor will initiate an assessment of relationships and determine how communications might be improved. Objective: Arrangements will be made to provide Cable TV coverage for Council meetings. Action Plan: · Council Chamber will be equipped to support Cable TV service by July of 1999. Objective: Expand the use of the City Internet Web site. Action Plan: · City Internet Web site will provide citizens access te: Minutes of Council & Commission meetings. Minutes of Martinsville School Board meetings. The guide to City Serdces. The City newsletter. (The site will eventually provide access to City ordinances and property codes.) · Each City Department will submit plans and suggestions for use of the City Web site. Objective: The City Public Information Officer will develop and provide to Coundl a communication plan by July 1999. Action Plan: · Plan will include department information important to citizens. · Council Strategic plan will be available on Cable Bulletin Board. · Plan will include methods to improve citizen participation in government. · Citizen survey will be submitted to Council for approval and implemented in 2000.
