TUESDAY, OCTOBER 12, 1993 <br />A regular semi-monthly <br /> <br />meeting of the Council of the City of <br /> <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, October 12, 1993 in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. All members of Council were present: Allan McClain, <br />Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; <br />and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its September 28, <br />1993 meeting as circulated. <br /> <br />Under Business from the Floor, Gloria Hylton, 402 Second Street, asked <br />whether the statement read by Mayor McClain during the September 28, <br />1993 Council meeting regarding the ETS/R. P. Thomas issue was the <br />consensus opinion of the Council. Mayor McClain replied that the <br />statement reflected his own personal views on this matter, but that he <br />believed the statement also reflected the City Attorney's opinion as <br />expressed to Council during Executive Session. <br /> <br />Retirement stipends were presented to Douglas R. Hall, Water Resources <br />Department, 1978-93 (who was present); and Kermit L. Kanode, Police <br />Department, 1966-93 (who was not present). <br /> <br />Awards for service on Boards and Commissions were presented to Newton <br />M. Ogden, Industrial Development Authority Board, 1985-93 (who was <br />present); and Thomas J. Burch, Industrial Development Authority Board, <br />1972-93 (who was not present). <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br /> <br /> <br />
