TUESDAY, JULY 13 , 1993 <br /> <br />a complete listing of which is attached to these minutes as Appendix A. <br /> <br />A presentation was made to the City of a Martinsville-Henry County <br />Coverlet by Nancy Carter, the designer. Several members of Council <br />thanked Ms. Carter for the gift of the Coverlet. <br /> <br />Council heard a presentation by the Downtown Revitalization Association <br />regarding the results of the UPTOWN planning project. Mr. Mike <br />Brennan, of Hayes, Seay, Mattern & Mattern, gave a slide presentation <br />in which the planning process was reviewed and the physical <br />improvements to the UPTOWN area which were recommended by the process <br />were detailed. Council heard from Gail Mitchell, President of the <br />Downtown Revitalization Association, Sid Rosenbaum, local realtor, and <br />Alexis Lee, City resident, all of whom spoke in support of the Plan. <br />Ms. Mitchell stressed the importance of funding the improvements <br />through public/private partnerships. Ms. Lee emphasized the need to <br />incorporate the educational system into the project. City Manager Earl <br />B. Reynolds, Jr. commended the citizens who participated in the project <br />and the Downtown Revitalization Association for support of bringing in <br />private sector funding for the project. Several members of Council <br />expressed appreciation for all who were involved in the project. <br /> <br />Council considered adoption, on an emergency basis, of Ordinance No. <br />93-11 establishing a Central Absentee Voting Precinct in the City. Mr. <br />Reynolds explained that in order to establish an absentee voting <br />precinct in City Hall, it was necessary to adopt an Ordinance formally <br />establishing the precinct. Upon motion, duly seconded and by unanimous <br />vote, Council adopted the following Ordinance: <br /> <br /> <br />
