TUESDAY, JUNE 8, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, June 8, 1993 in the Council Chamber, City Hall, beginning at <br />9:30 A.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />.],11 <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its May 25, 1993 <br />meeting as circulated. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following Ordinance No. 93-3: <br /> <br />REGULATION OF ALARM COMPANY OPERATORS <br /> <br />As of July 1, 1993, no alarm company operator, as defined in <br />the Code of Virginia, Section 15.1-28.1, shall sell, install, <br />maintain or own any alarm system within the City of <br />Martinsville that is to be connected to the Martinsville- <br />Henry County Communications Center, without first registering <br />the alarmed premises with the Martinsville Police Department <br />upon such forms as approved by the City Council. <br /> <br />The systems installed or maintained by alarmsystem operators <br />shall be installed, operated and maintained in accordance <br />with rules and regulations promulgated by City Council. <br /> <br />REGULATION OF OTHER ALARM SYSTEMS <br /> <br />No person, firm, corporation or other entity shall install an <br />alarm system in the City of Martinsville which, when <br />activated, would result in automatic telephone contact with <br />the Martinsville-Henry County Communications Center without <br />first registering the alarmed premises with the Martinsville <br />Police Department upon such forms as approved by City <br />Council. <br /> <br />Auto-dialing alarm systems installed in the City of <br />Martinsville that are permitted to contact the Martinsville- <br />Henry County Communications Center shall be programmed to <br />call the seven-digit number provided by the Director of <br />Communications. Under no circumstances will the auto-dialing <br />systems be permitted to dial 9-1-1. <br /> <br /> <br />
