TUESDAY, MAY 4, 1993 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, May 4, 1993, in the Council Chamber, City Hall, beginning at <br />2:00 P.Mo All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D~ Oakes; and <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, in accordance with Section 2.1-344(A) of the CODE OF <br />VIRGINIA (1950, and as amended), and upon motion, duly seconded and by <br />unanimous vote, Council convened into Executive Session for the purpose <br />of discussing a personnel matter under the jurisdiction of Council, as <br />authorized by Subsection 1. At the conclusion of this Executive <br />Session, each member of Council certified that (1) only public business <br />matters exempted from open meeting requirements were discussed in said <br />Executive Session; and (2) only those business matters identified in <br />the motion convening the Executive Session were heard, discussed or <br />considered during said Session. <br /> <br />Council took no action on this matter. <br /> <br />Council then began a line-by-line review of the City Manager's budget <br />proposal. Several specific questions and comments were made regarding <br />proposed revenue and expenditures, with the following actions or <br />requests for additional information being made: (1) upon motion, duly <br />seconded and by unanimous vote, Council asked the City Manager to make <br />a recommendation on possible changes to bingo permit application fees <br />and audit fees; (2) Council asked the City Manager to further review <br />expenditures relating to travel and overtime; and (3) the Mayor asked <br /> <br /> <br />
