THURSDAY, APRIL 22, 1993 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Thursday, April 22, 1993, in the Council Chamber, City Hall, beginning <br />at 2:00 P.M. The following members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; and <br />L. D. Oakes. Absent was Clyde L. Williams, who was away from the City. <br /> <br />After the invocation, and in accordance with Section 2.1-344(A) of the <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded <br />and by unanimous vote, Council convened into Executive Session for the <br />purpose of consultation with legal counsel, as authorized by Subsection <br />7. At the conclusion of this Executive Session, each member of Council <br />certified that (1) only public business matters exempted from open <br />meeting requirements were discussed in said Executive Session; and (2) <br />only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br />Council took no action on this matter. <br /> <br />Mayor McClain then called upon Leonard E. "Butch" Joyce, of Joyce <br />Engineering, to comment on the scheduled presentation on solid waste <br />matters, which was the initial purpose of the Special Meeting. Mr. <br />Joyce stated that, due to certain unresolved legal and regulatory <br />matters, his firm was not ready to make the presentation as planned. <br />In response to a question by Mayor McClain, Mr. Joyce stated that his <br />firm should be ready to make such a presentation in the next two to <br />four weeks. <br /> <br /> <br />
