TUESDAY, FEBRUARY 9, 1993 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, February 9, 1993, in the Council Chamber, City Hall, beginning <br />at 9:30 A.M. The following members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; L. D. Oakes; and <br />Clyde L. Williams. Absent was Steve M. Draper, who was away from the <br />City. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />January 20 and 26, 1993 as circulated and amended. <br /> <br />Council presented awards for service on Boards and Commissions to Ralph <br />J. Pruitt, Planning Commission, 1992 (who was not present); and Hal G. <br />Prillaman, Martinsville-Henry County Economic Development Corporation, <br />1988-93 (who was present). <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, Ordinance No. 93-2 amending regulations governing <br />industrial discharges to the sanitary sewer system as a part of the <br />City's Water and Sewer Services Terms and Conditions. The Ordinance is <br />to become effective only upon final program approval by the State Water <br />Control Board. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, the following amendment to Ordinance No. 92-1: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, appointed <br />Earl B. Reynolds, Jr., as City Manager, and enacted Ordinance No. 92-1 <br />fixing his compensation as required by Section 1 under Chapter 5 of the <br />City Charter to be effective March 1, 1992; now, therefore, <br /> <br /> <br />
