Frye, Chairman <br />'~'Henry County Board of Supervisors <br /> Post Office Box 7 <br /> Collinsvilla, Virginia 24078 <br /> <br />Dear Chairman Frye: <br /> <br />In response to the letter dated January 5, 1993, from County Administrator Robert <br />P. Lawlet, Jr., Martinsville City Council is willing to offer the following (with <br />significant contributions by Tultex Corporation): <br /> <br />An approximately 5-acre site bounded by Moss, Church, Market and <br />Fayette Streets, The necessary environmental testing on the site has <br />already been completed. Potential environmental remediation has been <br />defined. The City will demolish existing buildings, and will develop <br />a "clean" site ready for Courthouse construction and will provide City <br />utility connections, as deemed appropriate by the County's architect, <br />at a cost not to exceed $1,000,000. <br /> <br />If the Courthouse is constructed at the proposed site, we suggest that the faci- <br />lity be built for potential expansion and sited to allow for future regional jail <br />construction. When, in the future, Martinsville and Henry County merge into a <br />common government, the Courthouse could be expanded to absorb the City's caseload <br />and create a governmental center for the locality. <br /> <br />We are, of course, interested in the future vitality of downtown Martinsvilleand <br />feel that a vibrant downtown will enhance the overall vitality of the Martins- <br />ville-Henry County area.
