TUESDAY, JANUARY 12, 1993

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, January 12, 1993, in the Council Chamber, City Hall, beginning
at 9:30 A.M. All members of Council were present: Allan McClain,
Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes;
and Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its December 22, 1992
meeting as circulated.

Under Business From the Floor, Ms. Thelma Pinkard, 208 Park Street,
appeared and stated that a representative of Southwestern Virginia Gas
Company had offered to meet with the residents of Park Street to
discuss concerns relating to the natural gas regulator substation which
is located there, but that she had been informed the meeting could only
be held between 9:00 A.M. and 5:00 P.M. Ms. Pinkard stated that many
residents of Park Street could not meet during this time because of
conflicts with work. Ms. Pinkard also questioned Council regarding a
resubdivision of property on which the substation is located, but was
informed by the City Attorney that this matter was decided by the
Planning Commission, not the Council.

Awards for service on Boards and Commission were presented to Perry H.
Harrold, Planning Commission, 1992 (who was not present); Cynthia L.
Montrief, Transportation Safety Commission, 1992 (who was present); and
Barbara Holland, Dan River ASAP Policy Board, 1990-92 (who was not
present).
