16 <br /> <br />FRIDAY, DECEMBER 11, 1992 <br /> <br /> City of Martinsville <br /> Policy Statement on Solid Waste Issues <br /> <br />The City of Martinsville Council is committed to maintaining our <br />solid waste management planning partnership with the Henry County <br />Board of Supervisors. To that end, the City and County have <br />negotiated an agreement for the disposal of County waste at the <br />City Landfill after the County Landfill reaches its capacity. This <br />agreement has not been presented to the Council and Board of <br />Supervisors for approval because the City and County are currently <br />involved in negotiations with the Virginia Department of Waste <br />Management over an "Administrative Consent Order" which when signed <br />by all parties will govern the conditions under which the City can <br />operate its landfill beyond October, 1993. Thus, if an acceptable <br />agreement can be reached with the Department of Waste Management, <br />Council foresees no major obstacles to final approval of the <br />City/County agreement to accept County waste at the City Landfill. <br /> <br />The Council has also agreed to participate in the Joint Long-Term <br />Solid Waste Disposal Siting Committee and appointed three citizens <br />of Martinsville to that Committee, at the invitation of the Board <br />of Supervisors. The Council remains committed to assisting this <br />group in meeting its objectives. <br /> <br />However, in light of the fact that an acceptable agreement with the <br />Department of Waste Management is yet to be achieved, and in light <br />of the possible substantial additional costs which could result <br />from the continued operation of the current Martinsville City <br />Landfill beyond October, 1993 and to fully assess all options for <br />solid waste management in Martinsville and Henry County, the City <br />plans to issue a Request for Proposals to gauge the cost and <br />conditions under which a private vendor would establish a solid <br />waste transfer station in the City of Martinsville. The RFP will <br />ask for prices for a City-only facility and a City/Henry <br />County/Patrick County facility. If they can do so in a timely <br />manner, we invite the County to participate with us in the issuance <br />of the RFP. If this option proves to be the best for the <br />community, the Council views it as a relatively short-termsolution <br />(3-5 years) until a new regional landfill meeting current EPA <br />regulations can be sited and constructed. The Council strongly <br />feels that it must receive information on all options available for <br />dealing with its solid waste disposal over the next several years, <br />prior to committing to continue its landfilling operations at the <br />present site off Clearview Drive beyond October, 1993. Above all, <br />this action of the Council should not be interpreted to mean that <br />the City is not committed to participating in a joint, long-term, <br />regional solid waste management facility. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted <br />this policy statement. <br /> <br />Mayor McClain then declared this meeting adjourned. <br /> <br /> Lance G.
