TUESDAY, DECEMBER 8, 1992
A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, December 8, 1992 in the Council Chamber, City Hall, beginning
at 9:30 A.M. All members of Council were present: Allan McClain,
Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes;
and Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its November 24, 1992
meeting as circulated.

Council was presented with the 1991 AAA Pedestrian Safety Award.
Several members of the City's Transportation Safety Commission were in
attendance to present the award to Mayor McClain and members of
Council.

Council considered acceptance and appropriation of a $3,428 grant from
the State Library and Archives for the purpose of installing a fire
detection system in the Circuit Court Clerk's Office. Mr. Ashby
Pritchett, Clerk of the Circuit Court, was present to respond to
questions from Council and explained how the system was proposed to
work. Several members of Council gave suggestions to Mr. Pritchett on
how the annual cost of operating the system might be lessened through
directly tieing into the Communications Center rather than using an
outside vendor. Mr. Pritchett stated that he would discuss the matter
with the Chief of Police. Upon motion, duly seconded and by unanimous
vote, Council accepted the grant and approved the supplemental
appropriation.
