They also discussed <br />the mutual dependence of the City and the County, stressing the contri- <br />bution which each makes to the total quality of life in the region. <br /> <br />The local officials selected two topics from the list of important issues <br />for discussion at this meeting. In the discussion of Economic Develop- <br />ment, members of the group requested information from other communities <br />which had successfully combined their efforts. Dr. Lacy specifically <br />recommended a study of the Forward Hampton Roads organization as an <br />example of successful economic development. He stressed that, like other <br />communities, it had taken several years before the activities of this <br />organization had been effective. Also on the subject of Economic <br />Development, the County Administrator and City Manager reported on the <br />activities of the Community-In-Transition Focus Group which had been <br />appointed by the Board and Council. It was anticipated that the report <br />and recommendations from this group would be submitted to both governing <br />bodies within 60 days. <br /> <br />The other subject discussed was the provision of Social Services to the <br />citizens in both the City and the County. Members of Board and Council <br />discussed some of the advantages and disadvantages to the possible conso- <br />lidation of the separate departments operated by the two local governing <br />bodies. At the conclusion of the discussion, the group requested that <br />the staff's submit recommendations concerning a process for the possible <br />merger of the two departments. Members of the group discussed the two <br />factors which make consideration of this subject important at this time: <br />the need of the County Social Services Department for additional space <br />and the current vacancy in the Director's position at the County Depart- <br />ment.
