TUESDAY. APRIL 19. 1994 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, April 19, 1994 in the Council Chamber, City Hall, beginning at <br />2:00 P.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; L. D. Oakes; M. Gene Teague; and <br />Clyde L. Williams. <br /> <br />Also in attendance were the following members of the Martinsville City <br />School Board: J.A. "Sonny" Dykes, Vice Chairman; James H. Johnson, <br />Jr.; Bernie F. Gray, Jr.; and William A. Shackleford, Sr. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, the Mayor noted the purpose of the special meeting <br />was to review the School Division FY 94-95 budget proposal and to <br />continue review of the City Manager's FY 94-95 budget proposal. <br /> <br />The Mayor called upon S. Harold Lamm, Superintendent of Schools, to <br />make his presentation. Mr. Lamm presented an overview of the budget <br />proposal, which totaled $13,635,364, a 3.3% increase over FY 93-94. <br />The basic budget request included a $436,181 increase in State revenues <br />(6.7%), with no request for increased local funds. In addition, the <br />School Board requested $255,141 as a supplemental request for computer <br />technology equipment. Mr. Lamm noted the budget proposal included the <br />implementation of the City/Schools Pay and Classification Plan, which <br />resulted in a 2.6% average increase in pay for School Division <br />employees, totalling $230,000. School Division staffing was proposed <br />to increase by .9 of a position. Mr. Lamm stated the School Division <br />would house the Head Start program in FY 94-95, which during FY 93-94 <br />was held at the St. Paul High Street Baptist Church.
