Such <br />a commission had been previously active in the City for the purpose of <br />assisting in the transition to desegregated Schools. Councilman Teague <br />voiced support for giving consideration to the formation of such a <br />commission, provided clear goals were established for it. Councilman <br />Willjams said he was supportive of the idea of forming such a <br />commission and urged the other members of Council to consider it. <br /> <br />Darnell Carter, 710 Fourth Street, reported he had called 911 to ask <br />for a police officer to come to his residence to investigate an <br />individual carrying a firearm near his home, however, police were <br />dispatched to another location and there was a lengthy delay in <br />response. Several Councilmen noted that the enhanced 911 system should <br />have provided the dispatcher with a computer screen showing Mr. <br /> <br />Carter's address. City Sheriff Steve M. Draper noted the <br /> <br />Communications Center had recently been experiencing computer problems <br />and, therefore, the enhanced 911 may not have been functioning at the <br />time of Mr. Carter's call. Mr. Reynolds stated that he would look into <br />the situation. <br /> <br />There being no other comments from persons present, Mayor McClain and <br />the members of Council expressed appreciation to the citizens for their <br />attendance and comments. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded and by unanimous recorded vote, Council convened <br />into Executive Session for the purpose of discussing a contractual <br />matter, as authorized by Subsection 7.
