TUESDAY, NOVEMBER 24, 1998 combined rate for the two services was the lowest in the State. Council Member Dallas-invited Council and the General Public to attend the Thanksgiving Day Dinner to be provided at the Sportsman' s Club, stating that there would be good food and fellowship for all. Ms. Gloria Hylton asked Council to please consider curb and gutter work for D and C Streets in the coming budget, and asked about the status of grading of the lot and other improvements to be done to the R. P. Thomas site. Mr. Reynolds advised her that further work would have to be discussed in the coming year's budget. Ms. Hylton then asked about the use of the property on the opposite side of Fayette Street from the R. P. Thomas site, possibly by churches, and Mr. Reynolds stated that he had encouraged various groups to contact him if they had a request for the use of the site. Mr. Reynolds then took the opportunity to correct some information that had appeared-in the local newspaper, stating that the City offices would be open on the coming Friday. Council next considered the need to meet in Executive Session. In accordance with Section 2.1 - 344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by unanimous recorded vote, Council convened in Executive Session for the purpose of discussing the following matters: A. Use of real property for public use, as authorized by Subsection 3. At the conclusion of this Executive Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed, or considered during said Session. Following their return to open meeting Council took the following actions: A, No action was taken.
