TUESDAY, NOVEMBER 10, 1998 <br /> <br />WHEREAS, by fiscal year 2000 the total amount of funding that the state would have distributed to <br />localities since the HB 599 program's inception if the law had been observed will be $610 million; and <br /> <br />WHEPJgAS, since the program's inception the total amount of funding that the state has failed to <br />distribute to the City of Martinsville totals $2,178, 154; and <br /> <br />WHEREAS, the commonwealth benefits when the relationship between the state and its local <br />governments is based on mutual trust and support; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled <br />November 10, 1998, that the Governor and General Assembly be requested to develop a plan to fully fund <br />HB 599 by the year 2000, and that the amendments to the 1998-2000 budget enacted during the 1999 <br />General Assembly should include a substantial increase in this program beginning in fiscal year 1999. <br /> <br /> Council Member Roop requested that a future Council Work Session be devoted to the Personnel <br />Policies and Procedures of the City. <br /> <br /> Mr. Reynolds reminded Council of the breakfast meeting at 'the Piedmont Arts Association the <br />next moming, and Council's Work Session scheduled for Thursday, November 12, 1998. Council <br />Member Dallas stated that he had a funeral to attend on that date, at 12:00 noon. <br /> <br /> Council next considered the need to meet in Executive Session. In accordance with Section 2.1- <br />344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by <br />unanimous recorded vote, Council convened in Executive Session for the purpose of discussing the <br />following matters: <br /> <br />Appointments to the Martinsville Transportation Safety Commission, as authorized by <br />Subsection 1. <br /> <br />Use of real property for public use, as authorized by Subsection 3. <br /> <br />Consultation with legal counsel pertaining to a specific legal matter requiting <br />the provision of legal advice by counsel as authorized by Subsection 7. <br /> <br />D. Consultation with legal counsel pertaining to actual or probable litigation <br /> <br /> <br />
