TUESDAY, NOVEMBER 10, 1998 <br /> A xegular, semi-monthly meeting of the Council ofthe City of Martinsvitle, 'Virginia, with-Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, November 10, 1998, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; <br />M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry <br />L. Roop. <br /> <br /> Following Vice-Mayor Teague's delivery of the Invocation Mayor Crabtree extended a cordial <br />welcome to all in attendance. <br /> <br /> Council first considered approval of the Minutes of their meetings of October 1, 13, and 27, 1998. <br />Following notation of changes recommended by Council Member Haskell and Mayor Crabtree the <br />Minutes were approved as amended, by unanimous vote, all members voting, (5-Ayes--Crabtree, Teague, <br />Dallas, Haskell and Roop; 0-Nayes) <br /> <br />Council next considered Business from the Floor. There was none. <br /> <br /> Council next considered a report on the progress of developing an application to apply for State <br />funds to build a shell building in the Clearview Business Park. Mr. Tom Hamed, Assistant to the City <br />Manager for Development, provided this report. Mr. Harned reminded Council of the Work Session on <br />the State Shell Building Program they had held in the previous month, and referred to much of the <br />information that had been provided at that meeting. He reiterated that the building, if approved and built, <br />would be marketed by the Patrick Henry Development Council, and reviewed the nature of the loan for <br />construction that would be provided through the program. Mr. liarned stated that the loan requested <br />would be in the amount of $830,000, that it would be made by the Virginia Retirement System and that it <br />would be extended for five years at a very favorable interest rate, during which time the interest would be <br /> <br /> <br />
