TUESDAY, NOVEMBER 10, 1998 A xegular, semi-monthly meeting of the Council ofthe City of Martinsvitle, 'Virginia, with-Mayor Mark A. Crabtree presiding, was held Tuesday, November 10, 1998, in the Council Chamber, City Hall, beginning at 7:00 P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry L. Roop. Following Vice-Mayor Teague's delivery of the Invocation Mayor Crabtree extended a cordial welcome to all in attendance. Council first considered approval of the Minutes of their meetings of October 1, 13, and 27, 1998. Following notation of changes recommended by Council Member Haskell and Mayor Crabtree the Minutes were approved as amended, by unanimous vote, all members voting, (5-Ayes--Crabtree, Teague, Dallas, Haskell and Roop; 0-Nayes) Council next considered Business from the Floor. There was none. Council next considered a report on the progress of developing an application to apply for State funds to build a shell building in the Clearview Business Park. Mr. Tom Hamed, Assistant to the City Manager for Development, provided this report. Mr. Harned reminded Council of the Work Session on the State Shell Building Program they had held in the previous month, and referred to much of the information that had been provided at that meeting. He reiterated that the building, if approved and built, would be marketed by the Patrick Henry Development Council, and reviewed the nature of the loan for construction that would be provided through the program. Mr. liarned stated that the loan requested would be in the amount of $830,000, that it would be made by the Virginia Retirement System and that it would be extended for five years at a very favorable interest rate, during which time the interest would be
