FY~9 PUBLIC TRANSPORTATION ,S'TATE AID APPLICATION <br /> FORM III.2 (Continued) <br /> <br />6. Scope of Work (one page or less) <br /> <br />Determination of User-base/Ridership. (A Top Priority) A first step is to make an initial assessment of known, certain <br />concentrations of potential dders, and quantify their numbers. A second step is to develop, administer, and analyze a <br />survey of other possible sources for aldership, including industries and institutions of the area, human and social ancl <br />medical services entities, educational institutions. Analysis of demographics of the area tied to census geography may <br />supplement the user-base/ridership study and analysis. <br /> <br />Development of Potential Routes. Using user-base analysis and studies, determine best fitting routes likely to produce <br />maximum ddership on a consistent basis; flexibility for small route adjustments, capital equipment required, personnel <br />required, fare box revenue, future expansion, other factors must be considered. <br /> <br />Development of Operating Plans. Based on initial system size, determine: operating schedule, the operations staff <br />size; means of acquiring driver(s), training, certifications, insurance; consideration of provisions and requirements for: <br />acquisition of equipment, hub location, maintenance 'contracts and/or facilities, payroll. <br /> <br />Development of Financial Plan. Using the information on above analyses, studies, and operating plan/proposals, <br />develop overall annual cost to operate and then daily costs (including cost per mile, cost per trip) based on scheduling <br />employed; develop cost structure for acquiring vehicles either through rental, leasing, or purchasing for the anticipated <br />pedod of test operations; consider issue of equipment disposal, if required. Investigate best sources for revenues; <br />consider balancing fare box revenues, local subsidies from local governments, federal and state sources of funds; <br />consider permanency of arrangements and effects on system longevity, cost effectiveness. <br /> <br />Develop Transit System Pilot/test Implementation Guide. Employing preceding analyses, studies, and plans, develop a <br />guide and checklist for the implementation of a pilot or test system for at least one year, containing summary directives' <br />needed to guide the local government staffs toward the acquisition of funding support and then implementation of the <br />test system. At least an advisory committee should be set in place for the duration of the effort to assist the project <br />manager(s) of the test program, or altematively, to work with a managing contractor. <br /> <br />8. Attach any additional information requested for the program.
