Dowd, Executive Director/~ <br />Martinsville-Henry County Transit Study; Application for Technical <br />Assistance Funds from Commonwealth of Virginia <br /> <br />I have attached a copy of a draft application to the Virginia Department of Rail <br />and Public Transportation. In order to apply, the attached draft resolutions will <br />need to be approved by the respective local governments. I have anticipated <br />that Martinsville would be the lead applicant and that each locality would pay half <br />of the 10 percent match, or in effect, $480.00 each. The resolutions are in draft <br />form and it is recognized that your staff will want to put them in your format. The <br />total project cost in the application is being submitted at $9,600, or $7,680 <br />federal, $960 state, and $960 local ($480 each locality). <br /> <br />We have taken a technical assistance approach and propose to spend funds on <br />an effort to explore the feasibility of developing a transit system. As you can see <br />from the application, we are seeking answers to such issues as: whether there <br />would be sufficient users to make developing a pilot project worthwhile, what <br />would be best start-up routes, how much will it cost, how much will it cost local <br />governments, how will it be financed, and how will it be operated. <br /> <br />We developed the application with the help of myself, Kevin Reed of Henry <br />County, Chris Whitlow of Martinsville, Susan Reynolds of Martinsville Henry <br />County Memorial Hospital, Marcia Cook of the Virginia Department of <br />Rehabilitative Services, George Gorman of Professional Distribution Services, <br />Scott Guebert of Patrick Henry Community College, and with advice of Nell <br />Sherman of Virginia Department of Rail and Public Transportation. <br /> <br />I hope that both governing bodies will support this activity by the passage of <br />resolutions. <br /> <br />Attachments <br /> <br /> <br />
