Enclo.qure #1-c <br />" Thursday, January 07, 1999 <br /> A special and duly-called meeting of the Council of the Cky of Martinsville, Virginia, with Martinsville <br /> School Board, was held Thursday, January 07, 1999, at the City Municipal Building's Conference Room <br /> beginning at 11:00 A.M. The following members of Council were present: M.Gene Teague, Vice-Mayor; <br /> Bruce H.T. Dallas; Elizabeth Haskell; and Terry Roop. The following members of Martinsville School <br /> Board were present: William A. Shackleford, Sr., Chairman; Bernie F. Gray, Jr.; and James H. Johnson, Jr. <br /> Others present were: Earl B. Reynolds, Jr., City Manager; Dr. Ira Trollinger, Superintendent of Martinsville <br /> City Schools; David Reeves, Development Specialist/Building Official; and Rayford Smith, Architect. The <br /> purpose of the meeting was to discuss the renovation project at Albert Harris School. Vice-Mayor Teague <br /> opened the meeting of Council, and School Board Chairman Shackleford opened the meeting of the School <br /> Board. <br /> <br />After opening comments by City Manager Reynolds, the meeting was turned over to Dr. Trollinger who <br />distributed a summary of bids submitted by contractors for the renovation project. Bids were submitted by <br />six contractors. The contract was awarded to Thor, Inc. who submitted the lowest bid, totaling $8,210,000. <br />Harry Hudson will serve as project coordinator. The time period for construction is expected to be 574 days: <br />Thor, Inc. was asked to sub-contract with as many local contractors as possible. Next, Dr. Trollinger gave an <br />overview of the proposed projeet's layout. <br /> <br />The ground floor is planned as follows: easy ace, ess for buses and parents to pick up children in the school' s <br />front, new administrative offices, a canopy system off Smith Street for the main entrance with the purpose of <br />enhancing direction of visitors, strategic placement of special interior windows for the faculty to observe <br />student activities, exterior window reduction to minimize energy costs, removal of the parking lot in from of <br />the current shop to install a patio for art students, modification of the existing shop to encompass a band <br />room, a probable television studio for live student broadcasts, and a modern media center.
