moderate income persons. <br /> <br /> 192 <br /> <br /> TUESDAY, NOVEMBER 24, 1998 <br />Ms. Anderson stated that Council could expect to hear more about her firm's <br /> <br />operations in the area in the coming months. <br /> <br /> Council next considered a presentation by Adelphia Cable Communications conceming progress <br />on the upgrade of their local cable television system. Mr. Terry Nosse, General Manager of the local <br />system, was present to discuss this issue. Mr. Nosse stated that Adelphia was well ahead of schedule on <br />the promised rebuild of the system, and that they had met all requirements of the new Franchise with the <br />City thus far. He then went on to describe various elements of the multiple phases of the system rebuild, <br />and noted that the project, which was originally scheduled to be done over a five-year period, would be <br />accomplished in two years, constituting an investment of more than $14 million in a twenty-four month <br />period. He noted that the system's 750 megahertz bandwidth would provide for an almost unlimited <br />number of channels of programming, as well as numerous other services. In response to a question from <br />Council Member Haskell, Mr. Nosse stated that the reason for the accelerated schedule was the desire of <br />Adelphia to offer the many new services available on the upgraded system, such as internet access and <br />two-way data links, which would be available to subscribers within the two year period. Council thanked <br />Mr. Nosse for his update. <br /> <br /> Under items not on the agenda, Council Member Roop advised Council of a letter he had received <br />from Ms. Mabel Ingrain of 708 Windsor Lane which stated a desire for a sidewalk project that Mr. Roop <br />believed would benefit the entire community. The other members of Council stated that they had also <br />received this letter. Council Member Roop also mentioned that he felt Council should consider revision <br />of Section 13-15 of the City Code, having to do with Halloween and trick-or-treat activities, in light of <br />more organized activities for children today, and that our code requirements should be compared to those <br />of some other communities. Vice-Mayor Teague noted information from a current survey from Draper <br />Aden and Associates on water and sewer rates throughout the Commonwealth, and that Martinsville's <br /> <br /> <br />
